英国《每日电讯报》分析,有两方面的原因,一是越来越多的签证限制,以至于英国院校不能从国外招聘到足够多的高质量学者和学生;二是大学正面临招生压力,需要增加弱势背景和少数民族的比例,使得它们的注意力从高质量的科研与教学中转移。

卡梅伦担任英国首相后指责英国一流大学存在种族偏见,没有努力招收弱势背景学生,导致牛津大学和剑桥大学等英国一流大学承受着巨大的政治压力。今年初,卡梅伦表示,英国一流大学应该公开申请者中少数民族的比例,鼓励增加透明度,这直接让英国一流大学把注意力在改善科研与教学质量的同时关注处于弱势背景的学生。

“英国大学体制仍然有其重要性,但种种令人担忧的迹象表明它的全球地位可能在下降。在某种程度上,是移民限制的原因,英国大学对于国外的学者与学生而言不那么开放。同时,也由于政府的干预,现行政策导致大学将目光集中在招生上,增加公立学校、少数民族以及之前很少能来到一流大学地区的学生比例,以符合政府的要求。美国大学在排名上占据优势,因为它是由完全独立的大学带头领先,政府与私人给予充足的资金,校友们也会慷慨解囊。”英国白金汉大学教育与就业研究中心主任艾伦·史密瑟斯表示。
