中国的崛起

中国将成为21世纪最具影响力的国家。你可能不一定相信中国上升的动力。实际上,在中国开放之后,创业精神得到释放。中国是一个有着悠久历史的国度,有时辉煌,有时却陷入灾难,中国现在又将上升,大家都公认中国会统治这个世纪。目前中国的储蓄率和投资占收入的比重是35%,而美国只有2%,最好的时候过去属于美国,而现在属于中国,所以我会让我的女儿学中文,让保姆和她讲中文。但没有什么事情是一路上升的,19世纪的美国经历了十五次经济危机和一次内战,1907年的美国的整个经济几乎破产,但现在的美国还是最强大的。日本是另一个成功的例子,但也没办法避免成长中的倒退,1966年的日本金融体系崩溃,也没有阻止他成为世界上最富有的国家。经济上升的进程会有很多问题,我们可以把它作为机会,而不是失望的理由。

未来二十年会有几个大变化

一个是美圆地位的变化。美圆作为全球用于储备和交易的主流货币已经有六十年的时间,到今天存在很多问题,现在美国欠世界其他国家总共8万亿美圆,就是个大问题。现在美国的中央银行在有意识的贬低美圆,美联储执行的政策(当然也是美国政府的)是一个非常糟糕的政策,不管从长期还是中期看都对国家不利,我是美国人,非常痛恨这一点。美联储的老板和美国政府的老板都不聪明,因为他们控制着印钞机,可以随便印美圆。怎么想并不重要,重要的是作为国际投资者,应当重视美圆在国际上变化的事实,并据此计划你们未来的生活。我的女儿有个银行帐户,不是在美国,是在瑞士,这是我为她将来做的计划。1980、1990年代,欧美经济有个非常长期的成长,但在未来10到15年时间里却会来回震荡,如果想通过买入某些股票,然后长期持有以获取很大的收益,这已不太可能。

但世界上也存在大牛市,如资源类的股票。资源类股票在上个世纪的八、九十年代经历了大熊市,在未来会有很大的上升。这是最简单的经济学,近35年来没有新发现大的油田,目前产能趋于下降,北海油田是这样,阿拉斯加已经过了顶峰、墨西哥也到顶了,油田和储量会逐渐消失,矿产也会用掉,未来25里石油供应会不断下降,而需求会不断上升,中国、欧洲、北美在未来25年里对能源的成长性需求,会导致世界能源供需结构的严重失衡。这样的事情在历史上发生过多次,资源类股票经历多次长期熊市和长期牛市交替。我在这次旅行之前,建立了一个资源类的指数基金,它由一揽子的资源类股票组成,不需要管理,因为只是指数而已,现在它涨了161%,你能看到,(投资于大趋势获利)这个已不是梦,它已经开始了。很多人认为这只是短期的,是由中国引起的,认为不能持久,但我认为这是长期的失衡。如果想成为成功的投资者,必须理解资源的基本面。

第三个重要的事实。目前在美国有2.7亿人口,而亚洲有37亿人,这个事实会影响全世界。在亚洲,女人少于男人,这是个真实的事情,总有一天有人会为此后悔。韩国男女比例失衡,印度人找不到老婆。中国男女比例是117比100,这种情况在亚洲持续好多年了,这会产生深远的影响。毛主席说“女人能顶半边天”,现在女人完成了75%的工作,亚洲女性的地位在上升。一千年前的欧洲也出现过这种情况,女人非常重要,男女结婚都是男方家庭来付费。现在在亚洲发生的事情会影响政治、经济、教育、公司内部等方面,离婚率也会上升。这会产生很多投资机会,也会带来社会问题。当你的女儿从14岁变成24岁时,最好对她好一点,不好的话可能就没你的事了。现在已经有投资方法来投资于这种趋势,如果你发现有什么好的机会,不要在这里讲,请私下和我讲。

罗杰斯:中国正在经历一次挫折,中国政府也许想让经济放缓,我经常和政府的意见不一致,但这次我认为中国政府是对的,并相信放缓经济也会取得成功。我有中国的股票,但现在不会再买新的股票,未来一两年里会产生很多机会,我和女儿会买股票,但现在还不知道买什么。我已经讲过资源类股票的机会了,我女儿没有股票,但有金、铅和其它的矿产。中国未来二十年会成为一个非常大的资源类市场,如果我找到机会,我会全力投入。相信中国的旅游业也会具有很好的成长性,很多人还没有看过全中国,更不用说出国旅游,在过去的100年里,中国人要旅游是不太容易的,但这种情况正在改变,现在出国可以携带6万美金。另外在很多领域可以投资,但目前还未找到具体的投资方法。

问:您的看法是基于什么形成的?

罗杰斯:首先基于历史,了解历史如何走到了今天。我对中国充满信心的原因是我相信和了解中国的过去。我一生成功投资的经验,是用历史分析的方法来发现变化,当一个好的趋势来的时候,找到非常便宜的投资品种,然后长期持有。另外我对短期交易并不善长,肯定不如在座的每个人,也许是世界上最差的短期交易员。我的经验是找到发生变化的趋势,这种变化趋势往往会持续数年。方才讲到的资源,我了解过去持续的熊市,但我并不知道那是低点,如果我的看法正确,我认为上升趋势将会持续10至15年。我现在看到中国的变化也会持续相当多年,可能过程中会有调整和重组,但最终你会和中国一起成长。

问:你好象不喜欢格林斯潘,最近美圆反弹是不是与他最近被任命继续担任美联储主席有关?

罗杰斯:格林斯潘,我不是不喜欢,而是认为他不够聪明,我们是好朋友,但他不够聪明。在大选年,政客是不希望改变这种任命的,格林斯潘有非常好的公共关系,媒体形象很好,但就他一辈子事业上的道路是不成功的,这也是为什么政客很喜欢他的原因。

美圆在过去几周是有非常强的回弹,但任何货币不可能一直上涨或一直下降。去年初时,所有的人都看空美圆,在一边交易的情况下,肯定会回弹的。我刚才讲的是长期趋势,而不是短期。

问:诺贝尔奖得主,蒙代儿一直非常反对人民币会贬值,你怎么看?

罗杰斯:怎么想并不重要,但投资者要正面事实。中国加入WTO时对于人民币浮动幅度放宽的承诺,具体我不是很清楚,好象是2007年。2008年举办奥运会,来自全世界的人进入中国,却不能兑换货币,这种情况可能谁多不想发生。到2010年的世博会,人民币还不能自由兑换,也是大家不想看到的。从来没有一个不能自由兑换货币的国家能称得上是伟大的国家。在未来的五到六年,实现人民币的自由兑换,这对中国是很好的事情。问题是上升还是下降,所有的人认为会升值,但当所有的人认为对的时候,我就要怀疑,现在中国是贸易赤字。人民币一旦自由兑换,我就会买入人民币,而不管它上升还是下降。人民币会成为世界上重要的货币。

问:20内人民币会不会升值2倍、3倍甚至4倍,会有什么结果?什么货币会取代美圆? 罗杰斯:人民币会是非常强势的货币,我说的是短期涨跌不定,但长期讲肯定上升。日圆已经上涨了500%,从它浮动开始,涨了4-5倍,日本的贸易还是顺差。就是人民币上涨,中国还会是有竞争力的。

还有一个问题想谈一谈。如果我对美元的看法正确,哪种货币会取代美圆,欧圆我很喜欢,但欧圆有许多缺陷,搀杂了许多政治问题。欧圆和日圆都不能替代美圆。人民币可能取代美圆,中国有很大的市场,是个债权过而不是债务国。虽然现在这样说很可笑,因为人民币现在还不可以自由兑换。强调一点,这不是我的预测。世界上没有任何纸币可以作为一个非常好的货币。因为世界上的政客都是通过贬值货币来拉选票的。唯一的例外是新加坡,但如果其他国家的货币都贬值,新加坡也会面临很大的问题。所以没有一个健康的货币。

(问:会不会是黄金?)

我女儿有一些黄金,但它不是一种很好的金属,与其它金属不同,世界上有最大量的黄金存货。如果世界上存在一个很大的经济危机,黄金会很好,其它原材料价格上涨,黄金也会上涨。

问:如果没有很好的一种货币,是否可选择一揽子货币或资源?

罗杰斯:这是一个很好的观点。我喜欢原材料,因为原材料供求严重失衡,加上没有好的货币,就使原材料更具吸引力。另外一个有吸引力但不是关键的一点是战争。战争对很多人来讲并不是好事,但未来几年会有很多战争,它唯一好的效果是会令原材料价格上涨。但是,就算没有战争,也有好的货币,我也要投资原材料。

问:中国的投资机会?

罗杰斯:我不知道,我不知道哪只股票降得最多,见底后就有投资机会,但不知道是下降15%还是35%是见底的时机,但是希望接近底部时能够看得出来,从而进行购买。我前面讲的原材料、男女比例失衡和旅游,有些是劳动密集型,但有些是资本密集型。如果中国持续25年的成长,会创造巨大的财富,出现非常大的投资机会。在教育领域,在健身领域(女人更会懂得保护自己),离婚率会更高,但我不知道如何投资离婚。可口可乐、丰田是世界级的消费品牌,未来有些世界级的品牌会在中国产生。

问:如何评价澳大利亚、阿根廷和印度?

罗杰斯:澳大利亚是资源密集型的国家,其面积与美国大陆48个州一样大,但只有1800万人,有很多的自然资源,我拥有一些澳大利亚的股票和其他投资。

阿根廷也有很多资源,我在阿根廷没有投资,那里的政客比美国还差,相信阿根廷会有下一轮的下降,要等待2-3年,看他的债务问题、劳工问题的解决情况。

印度有10亿人口,是世界第二大国。对此人们时常产生乐观的情绪,认为拥有10亿人口的国家总有成功的例子。但我认为作为投资者,这是个非常差的地方。因为他们没有在印度开车走过,对印度不了解。

现在印度人很恨我,因为我在印度跟他们讲,应该离开。印度人的沙文主义和民族主义已经达到非常可怕的地步,我让他们把钱投资到中国,你很难想象他们有多么恨我。印度人非常嫉妒在中国发生的事情。1947年,印度还是个很伟大的国家,但情况发生了变化。当1979年邓小平领导中国改革的时候,印度的经济水平比中国高得多。我跟他们讲你们转来转去都这么多年了,他们非常生气。

在印度国家最重要的主干道上,卡车司机只能开20公里/小时,世界上最好的公路在中国,中国的卡车司机至少能开60-70公里/小时。印度的IT为人称道,但在孟买、新德里和其他城市,我要用不同的手机,就是在坦桑尼亚我也只要用一部手机。90年代初,印度说要开放,因为全世界社会主义国家都在做,印度讲我们也来私有化,从91年到现在只私有化了一个公司,是一个面包房。只有60%的印度孩子到12岁还在上学,教育质量非常差,这是无法与中国相比的。印度是个伟大的国家,其文化、美食、旅游景点都值得称道。但印度实际上不是一个国家,他有不同语言、不同信仰和文化的地区拼凑在一起。我还可以讲出很多不投资于印度的理由。

问:原材料的供需失蘅是不是也是个短期的问题,从“长期”来看,空间技术会解决材料问题,通过基因技术也可以用粮食来解决能源问题?

罗杰斯:未来太阳能、风能会变得很好。如果油价涨到100-150美圆,你说的情况会发生。当价格上涨,人们会开始寻找替代品,这也是牛市向熊市转化的原因。当石油上涨到150美圆时,人们会在故宫下面找石油,当棉花涨到3美圆是,你可能看到会在天安门广场种棉花。但事实上很难发生这样的事情,在欧美,人们都在用石油能源用于开车、取暖,这要持续非常长的时间。在上世纪60年代,石油技术领域发生了非常大的进步,但到今天石油价格还是涨了15倍,技术 4 要转变为生产力需要很长的时间。我再解释一下为什么牛市会非常长。例如,你需要先找到铅矿,通过融资获得资金,进行建设,将开采的铅矿运出来,然后再建造冶炼厂进行加工。经过这样的一个漫长的过程,供给再次失衡,才会进入熊市。而在这之前,我可以先获取十年的利润。

问:房地产泡沫破灭将会带来什么样的影响?

罗杰斯:世界上很多地方存在泡沫,英国的已经破了,澳大利亚的也正在破灭,美国部分地区也出现了这个现象。随着利率的增长,泡沫确实会存在。我对美国的房地产并不很乐观。如果我买第二处房产,不会选择马萨诸塞州,因为美国的金融业可能不会再象过去那样景气。如果在中国买房,也不会选择上海,因为上海作为金融中心,短期内可能会遭遇困难。我会在中国的西部某个城市投资房地产,那里的人们可能因为未来收入的上升而是促使地产上涨。

问:美国八、九十年代出现了您和索罗斯这样的投资大师,但被动投资也有取得了成功的例子,请问您对此有何看法?

罗杰斯:很多研究机构认为80%的被动式投资优于主动式,我建议大部分人最好选择被动式。但在有好的投资项目和好的投资管理者时,也可选择主动式。但关键是在早期找到这样的优秀投资管理人,当大家都知道他是好的投资管理者时,就为时已晚了。我的原材料指数基金收益是其他主动投资的3倍。美国的ETFs提供了更加便宜更加方便的交易方式,因此是更好的选择。但如果你能找到好的项目,可以做主动投资,如若不然,选择被动式投资。

问:在80年代,市场印证了您的判断,价格从800狂泻到100,现在又涨到300,对黄金价格您如何判断?

罗杰斯:我和我女儿都有黄金投资,黄金是不错的投资,但有更好的机会,如橙汁、咖啡豆等。我持有黄金的时候,黄金价格还会上升,但到800也许需要10年的时间。

问:请问您对投资对象贵或便宜的判断依据是什么?

罗杰斯:原材料和股票完全不一样,股票有很多指标如P/E及历史数据等。而对于原材料,我认为应该有供求平衡的价格。现在采油成本低于40美元,问题是没有足够的油,世界消费的原油大于生产,储藏量也在下降。如果油价达到100美元,风力发电等已经具有竞争力了。150美圆时,空间技术、用氢氧发电等新技术也会有竞争力。但在人们减少使用石油资源、在新技术及替代品进入前,价格仍然会上涨。

问:过去20年美国长期利息下降,近期有加息的意向,您认为这对世界经济将会有什么影响?

罗杰斯:美国是个巨大的债务国,1946年利率为低点,1981年利率达到高点,美国利率还将创新高,投资者应当避免购买美国的股票和资产,避免开立美国帐户。问:中国存在国有股的问题,请问您不投资是不是因为这些非流通股的存在?近期的中国股市下跌是否您的言论引起的?

罗杰斯:我不希望市场做我所说的。成功的投资者应当做出自己的决定,而不是人云亦云。市场比我更大,也更聪明。就算市场一两天内对我注意了一下,也会很快将我遗忘。政府应当尽快解决国有股的问题。其他国家的市场也曾有过不能交易的股票,一旦卖掉这些股票之后,市场就会上升。中国是个伟大的国家,不需要搞出复杂而疯狂的A、B、H股、QFII这些花样。中国越快地对所有人都开放市场,结果就能够越好。中国会有挫折,这是一个原因。现在的系统对官僚来说是天堂,对其他人来说却是恶梦。

At age 43, he was the youngest man and the first Roman Catholic ever elected. He had won by one of the smallest margins of victory, only 115,000 popular votes. This is the speech he delivered announcing the dawn of a new era as young Americans born in the 20th century first assumed leadership of the Nation.

Vice President Johnson, Mr. Speaker, Mr. Chief Justice, President Eisenhower, Vice President Nixon, President Truman, reverend clergy, fellow citizens, we observe today not a victory of party, but a celebration of freedom -- symbolizing an end, as well as a beginning -- signifying renewal, as well as change. For I have sworn before you and Almighty God the same solemn oath our forebears prescribed nearly a century and three quarters ago.

The world is very different now. For man holds in his mortal hands the power to abolish all forms of human poverty and all forms of human life. And yet the same revolutionary beliefs for which our forebears fought are still at issue around the globe -- the belief that the rights of man come not from the generosity of the state, but from the hand of God.

We dare not forget today that we are the heirs of that first revolution. Let the word go forth from this time and place, to friend and foe alike, that the torch has been passed to a new generation of Americans, born in this century, tempered by war, disciplined by a hard and bitter peace, proud of our ancient heritage and unwilling to witness or permit the slow undoing of those human rights to which this Nation has always been committed, and to which we are committed today at home and around the world.

To those peoples in the huts and villages across the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required, not because the Communists may be doing it, not because we seek their votes, but because it is right. If a free society cannot help the many who are poor, it cannot save the few who are rich.

To our sister republics south of our border, we offer a special pledge -- to convert our good words into good deeds in a new alliance for progress -- to assist free men and free governments in casting off the chains of poverty. But this peaceful revolution of hope cannot become the prey of hostile powers. Let all our neighbors know that we shall join with them to oppose aggression or subversion anywhere in the Americas. And let every other power know that this Hemisphere intends to remain the master of its own house.

To that world assembly of sovereign states, the United Nations, our last best hope in an age where the instruments of war have far outpaced the instruments of peace, we renew our pledge of support -- to prevent it from becoming merely a forum for invective -- to strengthen its shield of the new and the weak and to enlarge the area in which its writ may run.

Finally, to those nations who would make themselves our adversary, we offer not a pledge but a request -- that both sides begin anew the quest for peace, before the dark powers of destruction unleashed by science engulf all humanity in planned or accidental self-destruction.

We dare not tempt them with weakness. For only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed.

But neither can two great and powerful groups of nations take comfort from our present course -- both sides overburdened by the cost of modern weapons, both rightly alarmed by the steady spread of the deadly atom, yet both racing to alter that uncertain balance of terror that stays the hand of mankinds final war.

So let us begin anew, remembering on both sides that civility is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear. But let us never fear to negotiate.

Let both sides explore what problems unite us instead of belaboring those problems which divide us.

Let both sides, for the first time, formulate serious and precise proposals for the inspection and control of arms and bring the absolute power to destroy other nations under the absolute control of all nations.

Let both sides seek to invoke the wonders of science instead of its terrors. Together let us explore the stars, conquer the deserts, eradicate disease, tap the ocean depths, and encourage the arts and commerce.

Let both sides unite to heed in all corners of the earth the command of Isaiah -- to undo the heavy burdens...and let the oppressed go free.

And if a beachhead of cooperation may push back the jungle of suspicion, let both sides join in creating a new endeavor, not a new balance of power, but a new world of law, where the strong are just and the weak secure and the peace preserved.

All this will not be finished in the first 100 days. Nor will it be finished in the first 1,000 days, nor in the life of this administration, nor even perhaps in our lifetime on this planet. But let us begin.

In your hands, my fellow citizens, more than mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe.

Now the trumpet summons us again -- not as a call to bear arms, though arms we need -- not as a call to battle, though embattled we are -- but a call to bear the burden of a long twilight struggle, year in and year out, rejoicing in hope, patient in tribulation -- a struggle against the common enemies of man: tyranny, poverty, disease, and war itself.

Can we forge against these enemies a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all mankind? Will you join in that historic effort?

In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility -- I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it -- and the glow from that fire can truly light the world.

And so, my fellow Americans: ask not what your country can do for you -- ask what you can do for your country.

My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man.

Finally, whether you are citizens of America or citizens of the world, ask of us here the same high standards of strength and sacrifice which we ask of you. With a good conscience our only sure reward, with history the final judge of our deeds, let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth Gods work must truly be our own.
